The film opens during a carnival in Rio de Janeiro, as an undercover task force led by several DEA agents conducts surveillance on a private party that Cota is attending (similar to a Mardi Gras ball); however, the surveillance team is ambushed and massacred by Cota's hitmen, who are masquerading as carnival performers. Due to the Rio fiasco, the DEA enlists the support of the U.S. Army's Delta Force in order to infiltrate San Carlos. They are aided by an undercover agent within Cota's drug cartel.
Out on a personal mission of vengeance, Chavez is captured by Cota's forces and is tortured and killed. When three DEA agents attempt to go in and bring Cota and his army down, they are taken hostage, and are to be executed. During a press conference, a spokesman for the DEA explains that San Carlos's president Alcazar fears a coup and is therefore reluctant to crack down on the cartels, while his corrupt generals benefit from the drug trade and are willing to protect Cota from extradition.
Taylor's helicopter arrives to pick up McCoy and his prisoner with ropes, as the last few of Cota's men close in. One of them swings his machete but only manages to partially cut Cota's rope before the helicopter heads out to sea to join the American carrier fleet. Hanging beneath the chopper, Cota continues to goad McCoy about his invulnerability, saying that once in court he will walk free again. However, the rope grows thinner from the machete cut, until it snaps completely. The film ends with Cota falling thousands of feet to his death.

The story establishes the plane and its passengers and then intercuts the hijacking with the movements of the Delta Force, a crack U.S. commando unit that specializes in anti-terrorist missions. Abstract:The propagation and coalescence of cracks in fiber-reinforced concretes (FRCs) is the direct cause of instability in many engineering structures. To predict the crack propagation path and failure mode of FRCs, an orthotropic-bond-based peridynamic (PD) model was established in this study. A kernel function reflecting long-range force was introduced, and the fiber bond was used to describe the macroanisotropy of the FRC. The crack propagation process of the FRC plate with flaws was simulated under uniaxial tensile loading. The results showed that under homogeneous conditions, the cracks formed along the centerline of the isotropic concrete propagate in a direction perpendicular to the load. Under anisotropic conditions, the cracks propagate strictly in the direction of the fiber bond. The failure degree of the FRC increases with the increase in heterogeneity. When the shape parameter is 10 and the fiber bond is 0°, the failure mode changes from tensile to shear failure. When the fiber bond is 45°, the FRC changes from a state where outer cracks penetrate the entire specimen to a state where cracks coalesce at the middle. The identified glide cracks on at least two measuring positions, indicating extreme glide rates and, therefore, strong negative effects on juvenescent trees. To prevent glide rates of a magnitude such as this requires a mature forest with at least 300 stems/ha.
Snow gliding can have negative effects on forest plants; the so-called Säbelwuchs [sweep of the bole] is a typical indicator of trees having been affected by snow gliding in previous years. However, juvenescent trees may also be uprooted from the ground, with several authors describing this type of damage to juvenescent trees (Höller et al. 2009). According to In der Gand (1968b), plants can be uprooted as a result of snow gliding and the accompanying tensile forces. He found that growth of young plants is adversely impacted by the force released from glide cracks (Fig. 2) and gliding snow sluffs, and it is therefore necessary to prevent the extreme glide rates caused by these events in order to protect afforestations.
Mössmer et al. (1990) investigated the ability of various tree species to regenerate in snow gliding areas and found that Picea abies is less suitable while Larix decidua and, in areas with strong gliding, Pinus mugo are more favourable. Zenke (1985) has investigated avalanches in mountain forests and found glide cracks in the openings of low-density stands. Meyer-Grass (1985) has determined the protective effect of different forest types against avalanches, as well as appropriate temporary measures.
As described by In der Gand (1968b), major glide rates are those that are combined with glide cracks and gliding snow sluffs. Major glide rates are able to cause forces that may affect afforestation. According to the four levels of glide rates devised by Höller (2012; see above), gliding snow sluffs occur almost exclusively on slopes with very high glide rates (1), while glide cracks can be expected on slopes with a high level of snow gliding (2). This implies that only glide rates with a high (2) or very high (1) intensity can be considered as critical for juvenescent trees. The necessary force to uproot young trees (stem diameter 0.025 m, height 0.5 m) is about 1,000 N (Höller et al. 2009); according to Höller et al. (2009), values of this magnitude can be regularly caused by gliding on a smooth ground surface (where glide rates correspond to a high (2) and very high (1) intensity). To ensure tree growth under these conditions, it may not be sufficient to plant a high number of tress. Although 3,000 to 5,000 plants/ha were afforested in the surroundings of the experimental site (unpublished map of the Austrian Service for Torrent and Avalanche Control), many trees were damaged by intensive gliding (Höller et al. 2009).
